When is an Authorization required?

Any business seeking to enter into public contracts or subcontracts involving an expenditure equal to or greater than the thresholds set by the government must hold a contracting authorization issued by the Autorité des marchés publics (AMP). 

  • In the case of a public tender, the business must hold the authorization on the date of bid submission.
  • For a private contract, the authorization is required on the contract signing date.

Validity Period

As of June 2, 2023, the contracting authorization is valid for five years. However, the conditions for obtaining the authorization must be maintained throughout this period.

Businesses whose contracting authorization was valid on June 2, 2023, received an email from the AMP confirming a two-year extension. These businesses must attach a copy of the extension email to the authorization letter they typically provide during the contracting process. Both documents are valid and must be accepted by public and municipal bodies.
